With a view to arriving at a decision on the proposal contained in the last paragraph of your despatch of the 14th December 1865, I am directed by Lord Hartington to suggest that the Governor should be requested to ascertain the probable value of the Premises if sold by Public competition, and to report that I may be favoured with the views of Mr. Cardwell as to the proportion
